All you need to do is create a sticky bar and use Smart Tags to create a message that dynamically updates for each user.
Step 1: Choose a sticky bar and fine-tune it to your style.

Step 2: Insert Smart Tag into the text
Insert the “Cart value countdown” Smart Tag into your campaign. If you have free shipping above $100, just put 100 as a default value.
Step 3: Create a 2nd page on your sticky bar
Duplicate your main page and add a text that should be shown when your visitor reached the free shipping limit. This page will show up automatically when the visitor has reached the limit for your incentive, so no further configuration is needed to make this page show up.
Step 4: Create more pages for more thresholds
If you have multiple levels for your shipping rates, you can create as many pages as you want, and the system will automatically choose the best page to show. Say you have a $10 shipping fee below $50, a $5 between $50 and $100, and free shipping above $100, all you need to do is create 3 pages, one for each range.
